Intention to Protest

Rules 60.2(a), 60.2(b) and 60.2(c) are changed to:

(a) If a protest concerns an incident observed by the protestor in the racing area:
- (1) If the protestor is a kiteboard, she shall hail ‘Protest’ at the first reasonable opportunity.
- (2) If the protestor is a committee, it shall inform the kiteboard after the race within the protest time limit of its intention to protest her.
(b) However, if
- (1) the protestee is not within hailing distance at the time of the incident,
- (2) the incident was an error in sailing the course,
- (3) the incident was not observed by the protestor in the racing area, or
- (4) a protest committee decides to protest a kiteboard under rule 60.4(c),
then the only requirement for the protestor is to inform the protestee of its intention to protest at the first reasonable opportunity.
(c) If at the time of the incident it is obvious to a protesting kiteboard that a member of either crew is in danger, or that injury, serious damage or a tangle has resulted, rules 60.2(a) and 60.2(b) do not apply to her, but she shall attempt to inform the other kiteboard within the protest time limit of her intention to protest.

Invalid – Appendix F: Beyond Hailing Distance Failed to Inform (F5.60.2(b)(1))
X was beyond hailing distance, and Y did not inform X of the protest at the first reasonable opportunity, as required by RRS F5.60.2(b)(1). Therefore the protest is invalid under RRS 60.4(1)(a).
Invalid – Appendix F: Committee Failed to Inform within Time Limit (F5.60.2(a)(2))
The [race] [technical] [protest] committee failed to inform X about its intention to protest within the protest time limit, as required by RRS F5.60.2(a)(2). Therefore the protest is invalid under RRS 60.4(a)(1).
Invalid – Appendix F: Failed to Hail Protest (F5.60.2(a)(1))
Y failed to hail 'Protest' at the first reasonable opportunity, as required by RRS F5.60.2(a)(1). Therefore the protest is invalid under RRS 60.4(a)(1).
Invalid – Appendix F: Failed to Inform at First Reasonable Opportunity (F5.60.2(b)(3))
Y failed to inform X of the protest at the first reasonable opportunity as required by RRS F5.60.2(b)(3). Therefore the protest is invalid under 60.4(1)(a).
Invalid – Appendix F: Failed to Inform Despite Obvious Danger or Tangle (F5.60.2(c))
At the time of the incident it was obvious to Y that [a competitor was in danger] [(injury) (serious damage) (a tangle) resulted]. Nevertheless, Y failed to attempt to inform X of the protest within the protest time limit, as required by RRS F5.60.2(c). Therefore the protest is invalid under RRS 60.4(1)(a).
Invalid – Appendix F: Failed to Inform for Failing to Sail Course (F5.60.2(b)(2))
Y failed to inform X of the protest alleging failure to sail the course at the first reasonable opportunity, as required by F5.60.2(b)(2). Therefore the protest is invalid under RRS 60.4(1)(a).
Invalid – Appendix F: PC Failed to Inform at First Opportunity After Learning (F5.60.2(b)(4))
The protest committee failed to inform X about its intention to at the first reasonable opportunity after learning [that the incident involving the kiteboard may have resulted in [injury] [serious damage] [a tangle]], [during the hearing of a valid protest that the kiteboard, although not a party to the hearing, was involved in the incident and may have broken a rule] as required by RRS F5.60.2(b)(4). Therefore the protest is invalid under RRS 60.4(1)(a).
