Wording

Since X was not racing but was sailing [in or near] the racing area and [intended to race] [had been racing], and broke RRS 14 causing [injury] [serious damage], the preamble to RRS Part 2 permits the protest committee to penalize her.

Applicable scenarios

  • Boat not racing – injury or serious damage caused
  • PC may penalize
